Notice of Public Hearing for Amendments to the City of Pearland’s Community Development Block Grant Program
Program Year 2014

The City of Pearland received $313,431 for its Community Development Block Grant Program Year (PY) 2014 from the U.S. Department of Housing and Urban Development. The City is proposing to re-allocate the use of un-programmed funds, which will change the scope of work originally approved by HUD for that program year (PY 2014), requiring an amendment to the Program Year 2014 Annual Action Plan.

We would like to hear your comments on our intent to use these funds to support the costs related to two important local priorities:

1. Facility improvements directly affecting local senior services priorities; and
2. Facility improvements directly affecting local subsistence programs serving low-moderate income citizens.

The City is proposing to reallocate a total of $46,851 for activities that will take place at the Melvin Knapp Senior Center located at 2425 Grand Boulevard, and at the Pearland Neighborhood Center located at 2335 Texas Street. The Melvin Knapp Senior Center is in need of a new Heating, Ventilation and Air Conditioning (HVAC) unit, and the Pearland Neighborhood Center will rehabilitate a dilapidated structure to expand its storage capacity for donation items that support the needs of low-income families in Pearland. City of Pearland residents are invited to speak on this subject at a Public Hearing to be held on:

August 28, 2017 – 6:30 PM
Pearland Public Safety Building*
2555 Cullen Blvd.
Pearland, Texas 77581

Residents may send comments no later than September 23, 2017 by mail to City of Pearland Administration at 3519 Liberty Drive, Pearland, TX 77581, email to [email protected], or fax them to (281) 652-1708.

About the CDBG Program

The national objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities principally for low and moderate-income persons. Not less than 70% of CDBG funds must be used for activities that benefit low and moderate-income persons, and CDBG-funded “area-benefit” projects must be located in Pearland Census Block Groups comprised of more than 40.93% low-moderate income households. CDBG goals include improving the urban environment in low and moderate income areas; eliminating blighting influences and the deterioration of property, neighborhoods and public facilities in low and moderate-income areas; and ensuring decent, safe, sanitary housing for low and moderate-income residents.

Eligible activities include but are not limited to: public facility construction and improvements; handicapped accessibility; operational funding for non-profit agencies servicing primarily low income persons; rehabilitation of owner-occupied housing; housing development assistance, enforcement of City codes; clearance and demolition; and infrastructure improvement activities.

Fair Housing Issues

The Public Hearing will also be a forum to discuss fair housing and related issues. Residents with suggestions and/or concerns will be provided opportunity to voice those issues during the public hearing.

Notes: In compliance with the Americans with Disabilities Act, this facility is wheelchair accessible and accessible parking spaces are available. Requests for special accommodations or interpretive services must be made to the City Secretary’s Office at (281) 652-1653 at least 48 hours prior to this meeting.

*City Council and other public meetings have been relocated to other City facilities during renovation of City Hall at 3519 Liberty Drive. Please make note of location changes for activities that have traditionally been located at City Hall, until further notice. However, please continue to utilize the City Hall address at 3519 Liberty Drive to submit written comments to be mailed to the City about this program.
