Request for Statements of Qualifications (RSOQ)
For General Engineering Design Services for Drainage, Utilities, Transportation and Public Facilities

The City of Pearland is Requesting Statements of Qualifications (RSOQ) from firms who can adequately demonstrate they have the resources, experience and qualifications to fulfill the role of Engineering Design Consultant for Engineering and Design Services for Drainage, Utilities, Transportation and Public Facilities.

The respondent should highlight its team of in-house professionals within one or more of these specialty fields to provide the above described services in an efficient manner in the best interest of the City of Pearland and that will provide successful, on-time, and on-budget project delivery. Information should be provided for each above specialty services the firm possesses personnel practicing in.

The RSOQ is available through the City’s E-bid System and the responding RSOQs will be accepted through the City’s E-bid System. All interested Respondents are required to register as a “supplier” on the City’s E-bid System at: http://pearlandtx.gov/business/doing-business/bid-opportunities by clicking on “Supplier Registration”. The RSOQ is available for download upon approval of registration. Once approved, registration provides automatic access to the RSOQ, any changes to the RSOQ, and any changes to the submission time or date. Submitting Firms accept sole responsibility for downloading all of the necessary documents required to provide a full response to the RSOQ.

RSOQs shall be submitted in the format described in the RSOQ and be submitted electronically through the E-bid System to the City Purchasing Officer, City of Pearland, City Hall Annex located at 3523 Liberty Drive, Pearland, Texas 77581. Questions regarding electronic submission of the SOQ should be directed to City Purchasing Officer at [email protected] and reference RFQ #0817-57.

All RSOQs submitted electronically will remain confidential until the opening date and time when they will be opened and the names of the submitting firms read into the public record. No Fee information should be included with the submittal.

RFQs will be accepted until 2:00 p.m., Thursday, September 7, 2017.

Intent of this Request for Qualifications

From this RSOQ, the City will select a Primary Design Firms for upcoming projects based solely on the firm’s qualifications to perform that work. Some projects may ultimately have a Primary Design Firm with sub-consultants under the direction and management of the City’s Projects Department. The Primary Design Firm will be responsible for the successful management of their team, preliminary and final design services, bid phase services and limited Construction Phase services for the overall project. In addition, they will be responsible for managing, directing, and coordinating their team of engineering firms as assemble.

for the City of Pearland Surface Water Treatment Plant

A Mandatory Pre-Submittal Meeting will be held at the City of Pearland City Hall Annex at 3523 Liberty Drive, Pearland, Texas 77581 at 2:00 p.m. on Thursday September 7, 2017.

RSOQs responses will be accepted until 2:00 p.m., Thursday, September 21, 2017.

Program Objective:
The objective of the program is to design and construct the Surface Water Treatment Plant (SWTP) and ancillary facilities in which raw water storage, an acceptable treatment process, and finished water distribution will be selected to ensure flexibility in compliance with future regulations and to provide the City’s customers with the best possible water. Bench–scale and pilot–scale studies are currently underway to determine the best advanced treatment technology to address potential water quality problems, future regulation compliance, surface water and groundwater blending challenges, and cost of operation. The City is very interested in innovative design components that may improve quality of treated water delivered to customers and reduce electric and chemical costs.

To assist the City in this process, the City has engaged an Owner’s Advisor, Ardurra Group, who will serve as Owner’s Representative, as extension of the City staff to manage the flow of work for this vital program. The City has need for engineering consultants to assist the City with necessary professional services required to support the Program and the City hereby requests the submission of qualifications from engineering consultants leading to the possible award of contract to provide professional services related to design and construction of a new 10 MGD (nominal) with expandability to 20 MGD (nominal) surface water treatment plant (SWTP). The project has been divided into three packages, with separate consultant(s) hired for each package. Packages #1 – Raw Water System and Package #2 – Water Treatment Plant have been awarded and preliminary engineering has started.

This RFQ is for Package #3 as described below:

Package 3: Distribution System. This includes the Ground Storage Tank(s), High Service Pump Station and transmission piping to the connection points in the existing City of Pearland distribution system. Based on preliminary analysis, over 60,000 linear feet of pipeline are anticipated to be installed in two major corridors.

Intent of this Request for Qualifications

From this RSOQ, the City will select a Design Firm for the Package #3 project. The Design Firm will be responsible for the successful management, design, right of way acquisition and construction administration of the project package, under the guidance of the City’s Engineering & Capital Projects Department and the Owner’s Representative. In addition, the Design Firm will be responsible for managing, directing, and coordinating a team of engineering firms that they assemble. All firms are to be aware that the City of Pearland has pursued and received funding through the Texas Water Development Board DWSRF for this program.

Texas Water Development Board Requirements:

This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by a loan from the Texas Water Development Board, and shall be referred to as Project (DWSRF #62712). Neither the State of Texas nor any of its departments, agencies, or employees is or will be a party to this Invitation for Bids or any resulting contract.

This contract is subject to the Environmental Protection Agency’s (EPA) “fair share policy”, which includes EPA-approved “fair share goals” for Minority Business Enterprise (MBE) and Women Business Enterprise (WBE) firms in the Construction, Supplies, Equipment, and Services procurement categories. EPA’s policy requires that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to Minority Business Enterprise and Women-Owned Business Enterprise firms. Although EPA’s policy does not mandate that the fair share goals be achieved, it does require applicants and prime contractors to demonstrate use of the six affirmative steps. The current fair share goals for the State of Texas are as follows:
