Sealed Bids will be accepted until 2:00 p.m., Tuesday, December 19, 2017 and read aloud into the public record for the following project:

Reflection Bay Water Reclamation – Fiber Optic
City of Pearland, Texas

The project will entail the installation of 96-strand fiber optic cable via 4” HDPE with 4-1” inner ducts, communication ground boxes, and fiber markers from Fire Station No. 5 along Kirby Drive to the Reflection Bay Water Reclamation facility north of FM 2234. This fiber optic cable will link the water reclamation facility computer system to the City’s fiber optic network at the fire station for remote access. The traffic signal cabinet at FM 2234 (Shadow Creek Parkway) at Reflection Bay will be connected to the City fiber optic network as well using a 12-strand fiber optic cable.

A Mandatory Pre-Bid Conference will be held at the City of Pearland City Hall Annex at 3523 Liberty Drive, Pearland, Texas 77581 at 11:00 a.m. on December 7, 2017.

All bids should be submitted through the E-Bid system located on the City’s website at: https://pearland.ionwave.net/Login.aspx. All interested Bidders are advised to register as a “supplier” on the City’s E-Bid System at the above website by clicking on “Supplier Registration” and completing a short registration questionnaire. Electronic Bid Documents, including Plans, Technical Specifications and Bid Forms are available for download after registration is approved by City Purchasing office. No plan fees or deposits are required for bid documents obtained through the City’s E-bid System. Request for Qualifications (RFQ)
For Architectural – Engineering Design Services for the
Fire Station #8 Project
RFQ #1218-13

The City of Pearland is Requesting Statements of Qualifications (RFQ) from firms who can adequately demonstrate they have the resources, experience and qualifications to fulfill the role of Design Consultant for the design of the Fire Station #8 Project.

The respondent should select a team of professionals capable of providing the required services in an efficient manner in the best interest of the City of Pearland and that will provide successful, on-time, and on-budget project delivery. Information on all proposed sub-consultants should be included in the response.

The RFQ is available through the City’s E-bid System and the responding Statement of Qualifications (SOQs) will be accepted through the City’s E-bid System. All interested Respondents are required to register as a “supplier” on the City’s E-bid System at: http://pearlandtx.gov/business/doing-business/bid-opportunities by clicking on “Supplier Registration”. The RFQ is available for download upon approval of registration. Once approved, registration provides automatic access to the RFQ, existing project information, any changes to the RFQ, and any changes submission time and date. Submitting Firms accept sole responsibility for downloading all of the necessary documents required to provide a full response to the SOQ.

SOQs shall be submitted in the format described in the RFQ and be submitted electronically through the E-bid System.

Questions regarding electronic submission of the RSOQ should be directed to City Purchasing Officer at [email protected] and reference RFQ # 1218-13.

All SOQs submitted electronically will remain confidential until the opening date and time when they will be opened and the names of the submitting firms read into the public record.

A pre-proposal meeting will be held 10:00 a.m., Thursday, December 14, 2017.

SOQs will be accepted until 2:00 p.m., Thursday, December 21, 2017.

Project Descriptions:

Construction of approximately a 16,000 – 18,000 sq. ft. fire station designed to house two – 4 person engine crews, one – 4 person ladder crew and one – 2 person ambulance crew. The station will include dorm rooms, restrooms with showers, a kitchen/dining area, a day room, a Captain’s office and Lieutenant’s office, personnel and equipment decontamination areas and an exercise room along with storage areas for bunker gear, medical supplies. The facility will be constructed to 140 mph/3 second gust wind load standards and will include four 80 feet deep drive through equipment bays and adequate parking for full staffing on 24/7 operation.

Intent of this Request for Qualifications

From this RFQ, the City will select a Primary Design Firm for the project. The project is envisioned to have a Primary Design Firm under the direction and management of the City’s Projects Department. The Primary Design Firm will be responsible for the successful management, design, and construction administration of the overall project. In addition, they will be responsible for managing, directing, and coordinating a team of design firms that they assemble.

The Sub-Recipient, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
