Sealed Bids will be accepted until 2:00 p.m., Thursday, February 1, 2018 and read aloud into the public record for the following project:

The project will entail the construction a new one and one-half-story fire station of approximately 11,155 square feet. Living quarters include sleeping areas, kitchen/dining, dayroom, offices, utility room, janitors, report, bathrooms, storage, and a communications room with alerting and security system. There will be three single depth pull-thru bays in the apparatus room. The apparatus bays will have support areas for EMS storage, maintenance/repair, gear storage and SCBA. The exterior will be masonry veneer on wood framing. The truck bays will be masonry veneer with CMU backup. The foundation will be a slab on grade with piers and beam system. Site work includes clearing, grading, detention, utilities to building, underground storm drainage, concrete paving, landscaping, and irrigation system. This facility will be located at 1571 Old Alvin Rd. (NE corner of McHard and Old Alvin Rd).

A Mandatory Pre-Bid Conference will be held at the City of Pearland City Hall Annex at 3523 Liberty Drive, Pearland, Texas 77581 at 2:00 p.m. on January 18, 2018.

Request for Qualifications (RFQ)
For Construction Management/ Inspection Services
and Construction Materials Testing Services
RFQ #1218-19

The City of Pearland is requesting Statements of Qualifications (SOQ) from firms who can adequately demonstrate they have the resources, experience, qualifications and capabilities to provide Construction Management and Construction Inspection (CM/CI) and limited Construction Materials Testing (CMT) services for construction projects funded through TxDoT’s Local Government Projects Program (LGPP). The projects include: Green Tee Terrace Trail, Shadow Creek Ranch Trail, McHard Road Extension, Hughes Ranch Road Expansion and Smith Ranch Road Expansion projects. A firm or firms will be selected to provide CM/CI and CMT services for one of the projects.

The respondent, acting as the Prime, should select a team of professionals capable of providing the Construction Management, Inspection and Materials Testing services in an efficient manner in the best interest of the City of Pearland and that will provide successful, on-time, and on-budget project delivery and meet the required 15 percent Disadvantaged Business Enterprise (DBE) goal. Information on proposed sub-consultants should be included in the response.

The RFQ is available through the City’s E-bid System and responding SOQs will only be accepted through the City’s E-bid System. All interested firms are required to register as a “supplier” on the City’s E-bid System at: by clicking on “Supplier Registration” and selecting the “Engineering Services, Professional” commodity code. The RFQ is available for download upon approval of registration. Once approved, registration provides automatic access to the RFQ and any changes to the RFQ or submission deadline. Submitting firms accept sole responsibility for downloading all of the required documents for the RFQ.

SOQs shall be submitted in the format described in the RFQ and be submitted electronically through the E-bid System. Questions regarding electronic submission of the Response to the RFQ should be directed to City Purchasing Officer at: [email protected] All SOQs submitted electronically will remain confidential until the opening date and time when they will be opened and the names of the submitting firms read into the public record.

SOQs will be accepted until 2:00 p.m. February 15, 2018.

Intent of this Request for Qualifications

From this RFQ, the City will select a CM/ CI and CMT team for each project. Each project is envisioned to have a CM/CI firm under the direction and management of the City’s Engineering and Projects Department. The CM/CI firms will be responsible for the successful construction management/administration, inspection and management of materials testing for the overall project for which they are selected.
