NOTICE OF PUBLIC MEETING

On April 9, 2018 at 6:30 pm, the City of Pearland will conduct a public hearing to provide an opportunity for public comments on the City’s new Surface Water Treatment Plant (SWTP) and the accompanying draft Environmental Information Document (EID), at the Pearland City Hall, 3519 Liberty Drive, Pearland, Texas 77581. The purpose of the hearing will be to discuss the EID, which was prepared to best plan, manage, and respond to any environmental impacts that might occur in relation with the proposed Project.

The City of Pearland has authorized the proposed SWTP project to meet the future demand for potable water for the growing population of the City. The proposed SWTP will be constructed on an approximately 94-acre tract of land adjacent to Mustang Bayou on Airline Road (County Road 48) between the American Canal and Mustang Bayou just south of the intersection with East Dallas Road. The portion of the site south of Mustang Bayou is within the 100-year floodplain, but no construction would occur in the area. The proposed project would not increase the base flood elevation to a level that would violate applicable floodplain regulations and ordinances. Water from the Gulf Coast Water Authority’s (GCWA) American Canal will be purified and treated for distribution throughout the City’s water system providing an additional 10 million gallons of safe, clean water per day to residents of the City of Pearland.

The EID was drafted to meet the requirements of Title 30 of the Texas Administrative Code, Chapter 371 (30 TAC §371) of the Texas Water Development Board’s rules for projects financed through the Drinking Water State Revolving Fund (DWSRF) and also to satisfy the requirements of the National Environmental Policy Act (NEPA). The EID was developed in conjunction with the City of Pearland and the Texas Water Development Board (TWDB) application for funding assistance, and outlines potential environmental impacts from the proposed project

The proposed Project seeks financing of $159,500,000 from the TWDB DWSRF program and The City of Pearland does not anticipate any utility rate increases due to the construction of the proposed SWTP. The City of Pearland is seeking public input about the EID prior to its final review by designated regulatory agencies and adoption by the TWDB. The City of Pearland is holding the community hearing to allow a forum for the public to provide discussion and comment on the proposed Project.

One of the purposes of this hearing is to discuss the potential environmental impacts of the project and alternatives to it. A copy of the draft EID is available for public review at the City Secretary’s Office at 3519 Liberty Drive, Pearland, Texas 77581. The project entails the installation of approximately 5,400 linear feet of proposed storm sewer system ranging in size from 42-inch reinforced concrete pipe to 8-ft x 5-ft reinforced concrete box along East Walnut Street, from South Grand Boulevard to Old Alvin Road and along Old Alvin Road, from East Walnut Street to Mary’s Creek. In addition, construction of approximately 15.7 acre-feet detention basin, regrading of swales, reconstruction of driveways, roadway replacement/resurfacing, approximately 700 linear feet of sanitary sewer installation ranging in size from 6- to 12-inches, and approximately 2,450 linear feet of new 12-inch water line.
