Notice of Public Hearing for City of Pearland’s Community Development Block Grant Program
Action Plan – Program Year 2018
and Amendments to the Program Year 2017 Action Plan

The City of Pearland received $338,534 for its Community Development Block Grant Program Year (PY) 2017 from the U.S. Department of Housing and Urban Development. The City is proposing to re-allocate the use of funds previously allocated for other purposes, which will change the scope of work originally approved by HUD for that program year (PY 2017), requiring an amendment to the Program Year 2017 Annual Action Plan.

We would like to hear your comments on our intent to use these funds to support the costs of investing CDBG funds in social service non-profit agency organizational and mental health program development.

The City is proposing to reallocate a total of $20,000 for activities that will take place at Counseling Connections for Change, a current CDBG-funded mental-health program service provider serving Pearland citizens. Counseling Connections for Change has conducted a qualitative assessment of local community factors following Hurricane Harvey that indicate there is an urgent need for additional mental health services for youth in Pearland. In collaboration with Pearland Independent School District (PISD), a pilot initiative is proposed for implementation that includes an organizational development component to improve local non-profit social services in the area of mental health. The City will also administer a portion of these additional funds ($2,000) to expand the agency’s existing scope of work – counseling services to low-moderate income households in the City of Pearland.

In addition, the City is preparing for the use of its HUD CDBG Program Year 2018 Annual Allocation, and will utilize a portion of this public hearing to provide information about the pending plan-development process and potential spending activities involving the allocation of $390,001. This initial public hearing will kick-off the development of the City’s Annual Action Plan. The public hearing will take place:

About the CDBG Program

The national objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities principally for low and moderate-income persons. Not less than 70% of CDBG funds must be used for activities that benefit low and moderate-income persons, and CDBG-funded “area-benefit” projects must be located in Pearland Census Block Groups comprised of more than 40.93% low-moderate income households. CDBG goals include improving the urban environment in low and moderate income areas; eliminating blighting influences and the deterioration of property, neighborhoods and public facilities in low and moderate-income areas; and ensuring decent, safe, sanitary housing for low and moderate-income residents.

Eligible activities include but are not limited to: public facility construction and improvements; handicapped accessibility; operational funding for non-profit agencies servicing primarily low income persons; rehabilitation of owner-occupied housing; housing development assistance, enforcement of City codes; clearance and demolition; and infrastructure improvement activities.

Fair Housing Issues

The Public Hearing will also be a forum to discuss fair housing and related issues. Residents with suggestions and/or concerns will be provided opportunity to voice those issues during the public hearing.

Application for FEMA Hazard Mitigation Grant Program Funds
for Flood Prone Structure Acquisition

The City of Pearland, Texas will conduct a public meeting on a proposed application to the Texas Department of Emergency Management (TDEM) and the Federal Emergency Management Agency (FEMA) to acquire flood prone structures. The meeting will be conducted on May 23, 2018, at the City of Pearland City Council Chambers, located at 3519 Liberty Drive Pearland, TX 77581.The meeting will provide an overview of the grant opportunity and will allow property owners to ask questions about the grant and application process.

The purpose of the public meeting is to present the proposed project to the public and provide property owners with information related to the Hazard Mitigation Grant Program (HMGP). The following topics will be discussed:

• Explain the structure of voluntary property acquisition program and the determination of compensation.
• Identify the types of costs that will be included in the grant application.
• Explain how duplication of benefits impacts the eligible grant costs.
• Explain the advantages and disadvantages of property acquisition.
• Provide the property owner’s obligations in the grant application.
• Define alternatives to property acquisition.
• Identification of City of Pearland’s identified priorities in the acquisition of properties.
• Provide questionnaires to interested properties to begin the process.

All interested residents are invited to attend this meeting. Written comments about this project may be submitted at the meeting. The public meeting will be conducted in English.
