Request for Proposals (RFP’s) shall be submitted in triplicate and in sealed envelopes clearly marked with RFP No. 2018-13, and addressed to the City of Friendswood, Attn: Melinda Welsh, City Secretary, and will be received at Friendswood City Hall, 910 S. Friendswood Dr., Friendswood, TX, 77546 before 2:00 pm, Thursday, May 24, 2018.

The City of Friendswood reserves the right to reject any and all RFP’s and to waive any informality in RFP’s received. The City of Friendswood pays for goods and services according to the provisions of Chapter 2251 of the Government Code.

Application for FEMA Hazard Mitigation Grant Program Funds
for Flood Prone Structure Acquisition

The City of Pearland, Texas will conduct a public meeting on a proposed application to the Texas Department of Emergency Management (TDEM) and the Federal Emergency Management Agency (FEMA) to acquire flood prone structures. The meeting will be conducted on May 23, 2018, at the City of Pearland City Council Chambers, located at 3519 Liberty Drive Pearland, TX 77581.The meeting will provide an overview of the grant opportunity and will allow property owners to ask questions about the grant and application process.

The purpose of the public meeting is to present the proposed project to the public and provide property owners with information related to the Hazard Mitigation Grant Program (HMGP). The following topics will be discussed:

• Explain the structure of voluntary property acquisition program and the determination of compensation.
• Identify the types of costs that will be included in the grant application.
• Explain how duplication of benefits impacts the eligible grant costs.
• Explain the advantages and disadvantages of property acquisition.
• Provide the property owner’s obligations in the grant application.
• Define alternatives to property acquisition.
• Identification of City of Pearland’s identified priorities in the acquisition of properties.
• Provide questionnaires to interested properties to begin the process.

All interested residents are invited to attend this meeting. Written comments about this project may be submitted at the meeting. The public meeting will be conducted in English. Residents interested in attending the meeting who have special communication or accommodation needs, or need an interpreter, are encouraged to contact the City of Pearland Engineering office at (281) 652-1737. Requests should be made at least three working days prior to the public meeting. Every reasonable effort will be made to accommodate these needs. NOTICE IS HEREBY GIVEN that the City of Friendswood City Council and Planning and Zoning Commission will hold a Joint Docketed Public Hearing at Friendswood City Hall, 910 South Friendswood Drive, on the following date and time:

MONDAY, JUNE 04, 2018 – 7:00 PM

to consider the following:

A. Zone classification change request for 2.504 acres of land out of Lot 12 Block 2, Friendswood Subdivision, located at 213 E. Heritage Dr., Friendswood, Galveston County, Texas, to change from Single Family Residential (SFR), Multi-Family Residential Low Density (MFR-L), and Multi-Family Residential Low Density/Specific Use Permit (MFR-L/SUP) to Planned Unit Development (PUD).

C. Amending Appendix C, Zoning Ordinance of the City of Friendswood Code of Ordinances, regarding amendments to Section 7.Q.3. Area and Height exceptions, to allow stairs of an elevated house to encroach the front building line in certain situations.

ORDINANCE NO. 1559

An Ordinance of the city council of the City of Pearland, Texas, amending Chapter 11, Food and Food Handlers, of the City of Pearland Code of Ordinances, as it may have been, from time to time, amended, to repeal the existing Chapter 11, Food and Food Handlers; and adopting a new Chapter 11, Food and Food Handlers; having a savings clause, a severability clause, and a repealer clause; and providing for codification and an effective date.

Section 2. Penalty. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in any sum not more than Two Thousand Dollars ($2,000.00), or not greater than the penalty provided for the same or a similar offense under the laws of the State of Texas.
