Council swears in new member, reappoints associate judge

New Council member in Position 4, Adrian Hernandez was sworn into office at the recent City Council meeting June 25 at City Hall at 3519 Liberty Drive.

Hernandez won the runoff election for the at large position.

Associate Judge Catherine Samaan was re-appointed as well at the Council meeting to a four year term. Her current appointment expires on July 15. In accordance with State Law, as an Official Court of Record, the City Council is required to appoint the Presiding Judge and Associate Judges to the Pearland Municipal Court to their respective terms.

Resolutions for consideration and possible action at the meeting included ratification of a contract with Busby Environmental Services Inc for water and wastewater laboratory testing services, the renewal of a contract for audit services with Whitley Penn, and awarding a unit supply bid for Large Meter Testing and repair services with Taylor Meter Technologies.

The City discussed a resolution suspending the effective date for 90 days in connection with the rate increase filing made in May 2018 by Texas-New Mexico Power Company.

Contracts were also discussed regarding Freese and Nichols for engineering services associated with McHard Road Extension Project’s fiber optics network and with Open Ditch and Bridge Mowing Services with Special Touch Landscaping for contract renewal options.

In new business, a resolution was presented to Council to authorize publication of notice of intention to issue Certificates of Obligation for design, acquisition, construction and improvement of certain public works.

A first reading was given to an ordinance that would authorize the issuance of permanent improvement bonds in one or more series. A first reading was also given to an ordinance regarding the authorization of issuing water and sewer system revenue bonds.

Contracts were discussed for awarding with Core and Main Supply, Ferguson Enterprises, and MDN Enterprises.

A resolution was discussed for renewing the employee health insurance benefits for stop loss and administration services with Cigna, awarding employee dental insurance to Cigna and awarding the employee vision plan benefits to UNUM for fiscal year 2018-2019.
