Notice of 2nd Public Hearing
for City of Pearland’s
Community Development Block Grant Program
Action Plan – Program Year 2018

The City of Pearland is receiving $390,001 for its Community Development Block Grant in Program Year (PY) 2018 (City of Pearland fiscal year 2019) from the U.S. Department of Housing and Urban Development. The City will conduct this public hearing to provide information about the spending activities involving the allocation of $390,001. This public hearing will provide citizens and public officials with the 2nd and final public opportunity to provide input, discussion and make recommendations on the development of the City’s Annual Action Plan. The public hearing will take place:

About the CDBG Program

The national objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities principally for low and moderate-income persons. Not less than 70% of CDBG funds must be used for activities that benefit low and moderate-income persons, and CDBG-funded “area-benefit” projects must be located in Pearland Census Block Groups comprised of more than 40.93% low-moderate income households. CDBG goals include improving the urban environment in low and moderate income areas; eliminating blighting influences and the deterioration of property, neighborhoods and public facilities in low and moderate-income areas; and ensuring decent, safe, sanitary housing for low and moderate-income residents.

Eligible activities include but are not limited to: public facility construction and improvements; handicapped accessibility; operational funding for non-profit agencies servicing primarily low income persons; rehabilitation of owner-occupied housing; housing development assistance, enforcement of City codes; clearance and demolition; and infrastructure improvement activities.

The City is proposing to utilize the funds in the following manner:

Capital Outlays and Disaster/Non-Disaster Recovery Housing Rehabilitation – $238,501*

Code Enforcement – $15,000

Social Services Programs and Activities – $58,500

Public Program Administration – $78,000

Public Comment Period

Public comments on the PY 2018 CDBG program will continue through the end of this 2nd Public Hearing on August 6, 2018.

Fair Housing Issues

The Public Hearing will also be a forum to discuss fair housing and related issues. Residents with suggestions and/or concerns will be provided opportunity to voice those issues during the public hearing.

RULES AND PENALTIES

Notice is hereby given that, at a meeting held on June 28, 2018, the Board of Directors of Brazoria County Municipal Utility District No. 31 (the “District”) adopted a Resolution Adopting Lake Rules for Brazoria County Municipal Utility District No. 31 (the “Resolution”), providing rules and regulations governing the use of the District’s lake facilities. Violation of the rule contained in the Resolution will subject the violator to penalties, which includes a fine of up to $10,000 per violation. Each day that a violation continues shall be considered a separate violation.
