For Engineering/Architectural Design Services for the

Clear Creek Trail

The City of Pearland (City) is requesting Statements of Qualifications (SOQ) from firms who can adequately demonstrate they have the resources, experience and qualifications to fulfill the role of Engineering Design Consultant for the Clear Creek Trail project.  The City will make a selection of the most qualified design team for the project.

The Respondent should select a team of professionals capable of providing the required services in an effective and efficient manner that will provide successful, on-time, and on-budget project delivery that is in the best interest of the City.  Information on all proposed sub-consultants should be included in the response. Each firm shall also demonstrate their plan to meet the required 15% Disadvantaged Business Enterprise goal.

Project Description

The scope of the Clear Creek Trail project consists of installation of approximately 12,400 linear feet of ten-foot-wide bike/pedestrian off-roadway trail along the east bank of Clear Creek from Hughes Road north to El Franco Lee Park, then crossing to the west bank and continuing north then east under the Pearland Parkway bridge, then turning south along the west side of Pearland Parkway and terminating at the driveway of the University of Houston Pearland Campus. The Trail will include San Jacinto-themed historical points of interest signage.  This project is included in the City’s Master Trail Plan and will utilize City Standards for informational and way finding signage as well as other amenities as determined during the programming phase of design.

The project is funded by federal funds through the Houston-Galveston Area Council’s Transportation Alternatives Program (TAP) and is subject to the requirements of federally funded transportation projects.  The design will be locally managed by the City with TxDOT reviewing and approving the Plans, Specifications and Estimate (PS&E) package.  The City plans to locally-let the project for construction and the entire project falls under TxDOT’s LGPP (local government participation project) guidelines.

From this RFQ, the City will select a Primary Design Firm for the project.  The project is envisioned to have a Primary Design Firm under the direction and management of the City’s Capital Projects Department.  The Primary Design Firm will be responsible for the successful management, design and construction administration of the overall project.  In addition, the selected firm will be responsible for managing, directing, and coordinating the team of engineering, architectural and environmental firms they have selected and assembled for the project.

Submission

Qualification packages must be submitted no later than 2:00 p.m. CST on May 23, 2019 in the City’s E-bid System. All SOQs submitted electronically will remain confidential until the opening date and time when they will be “opened” and the names of the submitting firms read into the public record.

The SOQs will only be accepted through the City’s E-bid System.  All interested firms are required to register as a “supplier” on the City’s E-bid System at https://pearland.ionwave.net/Login.aspx by clicking on “Supplier Registration”.  This RFQ is available for download upon approval of registration. Once approved, registration provides automatic access to the RFQ, existing project information, any changes to the RFQ, and any changes to the submission time and date.  Submitting Firms accept sole responsibility for downloading all of the required documents required for the RFQ.

SOQs shall be submitted in the format described in the RFQ and be submitted electronically through the E-bid System to the City of Pearland. INVITATION TO BID

Sealed bids in duplicate will be received by the Brazoria Drainage District No. 4, 4813 Broadway, Pearland, Texas 77581 until 10:00 a.m. on Thursday, May 9, 2019.  All bids will be publicly opened and read aloud at 10:00 a.m. in the office of the District, 4813 Broadway, Pearland, Texas 77581 on Thursday, May 9, 2019 for the following improvements in Brazoria Drainage District No. 4:

MASONIC DITCH DRAINAGE IMPROVEMENTS

The scope of the project includes (approximately):  295 linear feet 9’ x 5’ box culvert and all associated improvements.

Bid Documents may be examined without charge in the offices of the Brazoria Drainage District No. 4, 4813 Broadway, Pearland, Texas 77581 or may be obtained upon deposit of seventy five dollars ($75.00) for each set, which is non-refundable.

A mandatory pre-bid conference will be held at the offices of the District, 4813 Broadway, Pearland, Texas 77581 on Thursday, May 2, 2019 at 10:00 a.m.

A Cashier’s Check, or bid bond payable to Brazoria Drainage District No. 4 in the amount of not less than five percent (5%) of the bid submitted, as outlined in the Contract Documents, must accompany the bid.

The successful bidder receiving Contract awards must furnish Performance and Payment Bonds in the amount of one hundred percent (100%) each of the total Contract price.  The successful bidder must also furnish a maintenance bond which shall guarantee all work embraced by the Contract against defective workmanship and materials for a period of one (1) year.  Each such bond shall be executed by a corporate surety authorized to do business in the State of Texas.

The Owner reserves the right to reject any and all bids and waive bidding informalities.  Those bids deemed most advantageous to the Owner will be considered for the award of a Contract.

The project will entail installation of approximately 9,600 LF of 18-inch and 15-inch trunk sewer from Cullen Rd. to Garden Rd. The sewer line includes several driveway crossings, manholes, and trenchless construction at existing roadways.

The project also includes Phase II of the McHard Rd water line which will install approximately 18,050 LF of 16-inch water line from Cullen Blvd. to Mykawa Rd, including gate valves, air valves, and other appurtenances. The water line includes a 16-inch pressure-reducing valve (PRV) and vault as well as several interconnections to the existing system.  The water line will be constructed by open cut and trenchless methods.  Also included in the project is clearing as necessary for the installation of the proposed water and sewer lines; site preparation and restoration; control of surface and ground water; trench safety; implementation and maintenance of the traffic control plan and storm water pollution prevention plan.

The project will entail the construction of both forcemains for the newly constructed lift stations.  The Orange Street forcemain consists of 2,420 LF of 8-inch pipe and extends from the lift station bypass tee (installed in this package), to the discharge manhole (MH O-8). The forcemain construction requires the pipe bursting contractor to have finished the installation of manhole (MH O-8) as shown on Drawing P9.  The new manhole will have a stub-out for the Orange Street forcemain connection. The Scott Street forcemain consists of 2,500 LF of 8-inch pipe and will be installed from the lift station bypass tee (included in this package) at the lift station to the limits shown on drawing P32. The forcemain work terminates prior to the existing air and vacuum release valve west of State Highway 35.  The work included in package 3 is required to be completed, tested, and substantially complete prior to completion and connection of the Scott-Mykawa lift station.  The Scott Street forcemain installed in this package shall be capped once the testing is complete. Coordination with BNSF Railroad and BDD#4 will be required when working in their easements. The project also includes site preparation and restoration; control of surface and ground water; trench safety; implementation and maintenance of the traffic control plan and storm water pollution prevention plan.
