Request for Qualifications (RFQ)
For Engineering/Architectural Design Services for the
Clear Creek Trail
The City of Pearland (City) is requesting Statements of Qualifications (SOQ) from firms who can adequately demonstrate they have the resources, experience and qualifications to fulfill the role of Engineering Design Consultant for the Clear Creek Trail project. The City will make a selection of the most qualified design team for the project.
The Respondent should select a team of professionals capable of providing the required services in an effective and efficient manner that will provide successful, on-time, and on-budget project delivery that is in the best interest of the City. Information on all proposed sub-consultants should be included in the response. Each firm shall also demonstrate their plan to meet the required 15% Disadvantaged Business Enterprise goal.
The scope of the Clear Creek Trail project consists of installation of approximately 12,400 linear feet of ten-foot-wide bike/pedestrian off-roadway trail along the east bank of Clear Creek from Hughes Road north to El Franco Lee Park, then crossing to the west bank and continuing north then east under the Pearland Parkway bridge, then turning south along the west side of Pearland Parkway and terminating at the driveway of the University of Houston Pearland Campus. The Trail will include San Jacinto-themed historical points of interest signage. This project is included in the City’s Master Trail Plan and will utilize City Standards for informational and way finding signage as well as other amenities as determined during the programming phase of design.
The project is funded by federal funds through the Houston-Galveston Area Council’s Transportation Alternatives Program (TAP) and is subject to the requirements of federally funded transportation projects. The design will be locally managed by the City with TxDOT reviewing and approving the Plans, Specifications and Estimate (PS&E) package. The City plans to locally-let the project for construction and the entire project falls under TxDOT’s LGPP (local government participation project) guidelines.
From this RFQ, the City will select a Primary Design Firm for the project. The project is envisioned to have a Primary Design Firm under the direction and management of the City’s Capital Projects Department. The Primary Design Firm will be responsible for the successful management, design and construction administration of the overall project. In addition, the selected firm will be responsible for managing, directing, and coordinating the team of engineering, architectural and environmental firms they have selected and assembled for the project.
Qualification packages must be submitted no later than 2:00 p.m. CST on May 23, 2019 in the City’s E-bid System. All SOQs submitted electronically will remain confidential until the opening date and time when they will be “opened” and the names of the submitting firms read into the public record.
The SOQs will only be accepted through the City’s E-bid System. All interested firms are required to register as a “supplier” on the City’s E-bid System at https://pearland.ionwave.net/Login.aspx by clicking on “Supplier Registration”. This RFQ is available for download upon approval of registration. Once approved, registration provides automatic access to the RFQ, existing project information, any changes to the RFQ, and any changes to the submission time and date. Submitting Firms accept sole responsibility for downloading all of the required documents required for the RFQ.
SOQs shall be submitted in the format described in the RFQ and be submitted electronically through the E-bid System to the City of Pearland. This project will entail the construction of approximately 605 LF of 8” diameter sanitary sewer (via open cut and trenchless) and all associated appurtenances along Veterans Drive, 4-5’ diameter manholes, 1-7’ diameter manhole, manhole connections, abandonment of an existing 4” sanitary forcemain and conversion of the existing Veterans Drive Lift Station to a manhole.
A mandatory pre-bid conference will be held at the City of Pearland City Hall Council Chambers at 3519 Liberty Drive, Pearland, Texas 77581 at 3:00 p.m. on Thursday, May 9, 2019.
