Notice of 2nd Public Hearing for City of Pearland’s Community Development Block Grant Program for Disaster Recovery Action Plan – Hurricane Harvey

The City of Pearland is receiving two allocations totaling $5,384,519 for its Community Development Block Grant Disaster Recovery Program (CDBG-DR) from the U.S. Department of Housing and Urban Development, via the Texas General Land Office. The City will conduct this public hearing to provide information about the spending activities involving the allocation of these funds. This public hearing will initiate the 30-day comment period for citizens and public officials to provide input, discussion and make recommendations on the development of the City’s Plan. The public hearing will take place:

About the CDBG-DR Program

Disaster recovery funding is a component of the U.S. Department of Housing and Urban Development’s capacity for helping communities deal with the aftereffects of a hurricane or other catastrophe that destroys housing and local infrastructure. The CDBG-DR program is based on the HUD National Objective that allows communities to spend these federal funds on measures to respond to an urgent need (local and/or state emergency, disaster, major calamity, etc…). Hurricane Harvey impacted the State of Texas, with a portion of its affects resulting in major damage to Pearland homes and local infrastructure. Therefore, the State has determined that Pearland was located in an area where 80 percent of the storm-related damage occurred, and has preliminarily made allocations of $2,727,372 for local buyouts/acquisitions and another $2,657,147 to improve infrastructure in disaster affected Pearland neighborhoods.

Action Plan Draft

A draft Action Plan is available upon request, and will also be posted online at the City’s website, www.pearlandtx.gov.

The City of Pearland is receiving $429,719 for its Community Development Block Grant in Program Year (PY) 2019 (City of Pearland fiscal year 2020) from the U.S. Department of Housing and Urban Development. The City will conduct this public hearing to provide information about the spending activities involving the allocation of $429,719. This public hearing will provide citizens and public officials with the 2nd and final public opportunity to provide input, discussion and make recommendations on the development of the City’s Annual Action Plan. The public hearing will take place:

About the CDBG Program

The national objective of the CDBG program is to develop viable urban communities by providing decent housing, a suitable living environment and expanding economic opportunities principally for low and moderate-income persons.  Not less than 70% of CDBG funds must be used for activities that benefit low and moderate-income persons, and CDBG-funded “area-benefit” projects must be located in Pearland Census Block Groups comprised of more than 41.77% low-moderate income households.  CDBG goals include improving the urban environment in low and moderate income areas; eliminating blighting influences and the deterioration of property, neighborhoods and public facilities in low and moderate-income areas; and ensuring decent, safe, sanitary housing for low and moderate-income residents.

Eligible activities include but are not limited to: public facility construction and improvements; handicapped accessibility; operational funding for non-profit agencies serving low income persons; rehabilitation of owner-occupied housing; enforcement of City codes; clearance and demolition; and infrastructure improvement activities.

The City is proposing to use the funds in the following manner, with more detail to be provided at the Hearing:

Infrastructure Improvements, Housing Rehab, Code Enforcement and Facility Improvements – $279,319

Social Services Programs and Activities – $64,457

Public Program Administration – $85,943
