The City Council of Manvel held a public hearing for input on the 2019 tax year proposed property tax rate for the city Tuesday, September 3 at City Hall.
A tax rate of $0.64000 per $100 valuation had been proposed for adoption. This rate exceeds the lower of the effective or rollback tax rate and state law requires that two public hearings be held before adoption of the proposed tax rate.
According to Council, the rate proposes to use revenue attributable to the tax rate increase for the purposes in the General Fund that will fund $445,000 in new needs for the City.
These include eight additional staff members with six of the eight added mid-year, new software/hardware technology, office supplies, replacement vehicles, and improvements to capital assets.
The Debt Service Fund spending increased $2,500 as no debt was added during the year.

Rollback tax rate: $0.651657 per $100
The second public hearing on the proposed property tax rate will be September 9, 2019 at 6 pm at Manvel City Hall.
A second public hearing was held September 3 on the proposed annual budget for the fiscal year October 1, 2019 to September 30, 2020.
The budget proposed will raise more total property taxes than last year’s budget by $300,679 or 5.99 percent, according to local officials. Of that amount, $300,679 is tax revenue to be raised from new property added to the tax roll this year.
At the Council meeting held after the two public hearings, Council discussed approving a System Water Availability Agreement between the Brazos River Authority and the City of Manvel.
Council also considered a subdivision variance request for 2.220 acres of property on DelBello Road and a subdivision variance for 2.97 acres on 8519 Maywald Street.
