Manvel Council holds 2 public hearings, special meeting

A Special City Council meeting was held September 9 at City Hall beginning at 6 pm at Manvel City Hall at 20025 Highway 6 in Manvel..

A second public hearing to gather input on the 2019 tax year proposed property tax rate for the City of Manvel and a public hearing on the proposed annual budget were held.

A tax rate of $0.64000 per $100 valuation has been proposed for adoption by the governing body of City of Manvel. This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.

City officials propose to use revenue attributable to the tax rate increase for the purposes in the General Fund that will fund $445,000 in new needs for the City. 

These items include eight additional staff persons (six of which will be added mid-year), new software/hardware technology, office supplies, replacement vehicles, and improvements to capital assets. 

The Debt Service Fund spending increased $2,500 as no debt was added during the year.

PROPOSED TAX RATE:     $0.640000 per $100  

   PRECEDING YEAR’S TAX RATE:  $0.690000 per $100  

   EFFECTIVE TAX RATE:     $0.639053 per $100  

ROLLBACK TAX RATE:     $0.651657 per $100

The proposed annual budget for the fiscal year of October 1, 2019 to September 30, 2020 will raise more total property taxes than last year’s budget by $300,679 or 5.99 percent and of that amount, $300,679 is tax revenue to be raised from new property added to the tax roll this year. 

On the regular agenda, Council scheduled the adoption date for the Fiscal Year 2020 budget for September 16, 2019.

Council also considered approving two earnest money contracts for 107 acres and 10 acres of property at Masters Rd./Jordan Rd intersection in Manvel.
