NOTICE TO OFFERORS

Sealed proposals will be accepted until 11:00 a.m., CST, Tuesday, June 30, 2020 and will be publicly acknowledged by name in City Hall, 3519 Liberty Drive, Pearland, TX on that date for:

Emergency Rent and Utility Subsistence Program Services

RFP NO. 0620-42

The City of Pearland is requesting proposals in the following form for Emergency Rent and Utility Subsistence Program Services; including but not limited to:

1. Intake and processing of rental assistance applications;

2. Review and validation of applicant information for qualification and participation in the program;

3. Validation of landlord information and documentation for applicants’ qualification and participation in the program; and

4. Approval of applicants’ qualification and participation in the program.

The City is looking for a service-provider that has a local, Houston-area presence as a business enterprise, either a for-profit or non-profit entity, with a history of proven success in the delivery of rental assistance programs and the review/approval of residential rental assistance applications. The successful offeror should have the capacity for leveraging internal resources, conducting business electronically via web portals for the purpose of intake and application submission, and the necessary human capital for ensuring errors and omissions do not occur when handling rental assistance applications.

Document forms, specifications and all necessary information may be obtained from the following website: https://pearland.ionwave.net.  Vendors are encouraged to return the RFP response electronically using the City’s e-bid system but may submit by hard-copy to City Secretary, with either manner due by the closing date and time stated above. 

The City reserves the right to reject any or all RFPs, or to accept any RFP or combination of RFPs deemed advantageous to it.

Vendors should register on the City’s e-bid system at https://pearland.ionwave.net (if not already registered).  Once registered on the City’s e-bid system, specification documents may be viewed on the site.  If further assistance is needed, please email ebids@pearlandtx.gov no later than 9:00 a.m. Wednesday, June 24, 2020.  Make reference to RFP #0620-42.  Closing Date:  June 30, 2020.

Buyout Property Acquisition Services

RFP # 0620-43

The City of Pearland is seeking Buyout Property Acquisition Services for its Hurricane Harvey Hazard Mitigation Grant Program, in response to 2017 flooding of residential properties located within the City’s Special Flood Hazard Area.

NOTICE OF PUBLIC HEARING

TO ALL INTERESTED PERSONS AND PARTIES:

NOTICE IS HEREBY GIVEN that the Pearland Economic Development Corporation (the “Corporation”) will hold a public hearing to consider the use of sales tax proceeds from the levy of the one-half of one percent sales and use tax, approved by the voters of the City of Pearland  (the “City”) on January 21, 1995.   The public hearing will take place at 5:00 p.m. on June 25, 2020 at 3519 Liberty Drive, Suite 350, Pearland, Texas.

Sales tax proceeds will be used for Projects, as part of the Corporation’s fiscal year 2020-2021 budget that includes land, buildings, equipment, facilities, expenditures, targeted infrastructure and improvements that are for the creation and retention of primary jobs. Proposed project types include: manufacturing and industrial facilities, research and development facilities, transportation facilities, distribution centers, regional and national corporate headquarter facilities and small warehouse and storage facilities.  Sales Tax proceeds will also be used for promotional expenses to new and expanding businesses, open space improvements along with maintenance, infrastructure and transportation improvements, recreational or community facilities, job training, debt obligations, administrative expenses and other improvements or facilities related to any of the foregoing projects.
