Activity in aWetland/100-Year Floodplain

These notices shall satisfy two separate butrelated procedural requirements for activities to be undertaken by the City ofBrookside Village. To: All interestedAgencies, Groups and Individuals on 7/1/2020: This is to give notice that the City of Brookside Village has determinedthat the following proposed action under the Community Development Block GrantProgram contract 20-065-037-C118 is located in a 100-year floodplain and awetland, and the City of Brookside Village will be identifying and evaluatingpracticable alternatives to locating the action in the floodplain/wetland andthe potential impacts on the floodplain/wetland from the proposed action, asrequired by Executive Order 11988 and 11990, in accordance with HUD regulationsat 24 CFR 55.20 Subpart C Procedures for Making Determinations on FloodplainManagement and Protection of Wetlands. The City proposes to repair andreconstruct approximately 11,120 linear feet (LF) of driving surface,sub-grade, and road base by milling, applying asphalt, and stripping of streetswith incidental repairs to roadside ditches and completion of associatedappurtenances. All work will be performed at the following locations: on WoodyRd from approximately 70 LF south of Brookside Rd to a point approximately 210LF north of its intersection with Cleo St, on Isla Street from Woody Rd toMykawa Rd, on Lila Street from Woody Rd to Mykawa Rd, on April St fromapproximately 70 LF south of Brookside Rd to Isla Rd, on Katy Street fromMykawa Rd to a point approximately 225 LF west of February St, and on Ella Stfrom Woody Rd to Mykawa Rd, Brookside Village, Brazoria County, Texas. If fundsallow, work will continue on Lesiker St from Woody Rd to a point approximately860 LF to the west. The project shall include activities within approximately4 acres of the 100-year floodplain and .03 acres of the wetland.  Thereare three primary purposes for this notice: (1) People who may be affected byactivities in floodplains/wetlands and those who have an interest in theprotection of the natural environment should be given an opportunity to expresstheir concerns and provide information about these areas. Commenters areencouraged to offer alternative sites outside of the floodplain/wetland, alternativemethods to serve the same project purpose, and methods to minimize and mitigateimpacts; (2) An adequate public notice program can be an important publiceducational tool.  The dissemination ofinformation and request for public comment about floodplains/wetlands canfacilitate and enhance Federal efforts to reduce the risks and impactsassociated with the occupancy and modification of these special areas; and (3)As a matter of fairness, when the Federal government determines it willparticipate in actions taking place in floodplains/wetlands, it must informthose who may be put at greater or continued risk.  Written comments must be received on orbefore 7/16/2020 by the City of Brookside Village at 6243 Brookside Rd,Brookside Village, TX 77581, (281) 485-3048.
