REQUEST FOR RELEASE OF FUNDS

On or about April 1, 2020, the City of Pearland, Texas will submit a request to the Department of Housing and Urban Development to release federal funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake the following projects:

Construction of Vocational Horticulture Building

FINDING OF NO SIGNIFICANT IMPACT

The City of Pearland, Texas has determined that the projects will have no significant impact on the environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Pearland, Texas City Hall located at 3519 Liberty Drive and may be examined or copied weekdays 8:00 A.M. to 5:00 P.M. until March 26, 2020

PUBLIC COMMENTS

Any individual, group, or agency disagreeing with this determination or wishing to comment on the projects may submit written comments to Joel Hardy at 3519 Liberty Drive, Pearland TX 77581 or by email to jhardy@pearlandtx.gov. All comments received by March 26, 2020 will be considered by the City of Pearland, Texas prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

RELEASE OF FUNDS

The City of Pearland, Texas certifies to the U. S. Department of Housing and Urban Development that Tom Reid in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The U. S. Department of Housing and Urban Development’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the City of Pearland, Texas to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

The U. S. Department of Housing and Urban Development will accept objections to its release of funds and the City of Pearland, Texas’ certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Pearland, Texas; (b) the City of Pearland, Texas has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient has committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by the U. S. Department of Housing and Urban Development; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the U. S. Department of Housing and Urban Development at 1301 Fannin, Suite 2200 Houston, Texas 77002. Potential objectors should contact the U. S. Department of Housing and Urban Development to verify the actual last day of the objection period.

The Magnolia Parkway project will create a new 2.75-mile fiber optic connection between City’s existing network connection at the John Lizer Road / Pearland Parkway intersection traffic controller cabinet and extending the fiber network to the Harkey Road / Magnolia Parkway intersection traffic controller cabinet. This project will add 4 traffic signal controllers along Magnolia Parkway to the City’s fiber optic network. The fiber run will traverse east to west along the northside of Magnolia Parkway and pass under the BNSF railroad track. Also added to the City’s fiber optic network will be the Southwest Environmental Center (SWEC), Doris Fenwick Nature Center, the Veterans Drive lift station, and the Magnolia water tower station.  The fiber optic connection will carry 96-strand and a 12-strand single mode fiber the entire project length.

The Galveston County Consolidated Drainage District (the District) is seeking a provider of Uniform Services for their employees.

Located at 1605 Whitaker Dr. (off W. Parkwood/FM 528) in Friendswood Texas, the District has an employee base averaging between 10 (ten) to 14 (fourteen) in number.  The District employees provide drainage services to the community and as such are always visible to the public.  We require appropriate work shirts and pants that are maintained in good condition and provided to the designated location on a weekly basis.  Additional requirements are included within the Bid Sheet.

INVITATION TO BID

Forgotten Angels Foundation in Pearland, Texas is seeking a qualified, proven-effective, construction contractor to complete the construction/installation of a 4,000 square foot, pre-engineered, metal agricultural-style building on an applicably-sized concrete pad, with build-out, a fire lane, mechanical-electrical-plumbing, fire sprinkler system, domestic water, sanitary sewer, site electrical, and associated drainage. The resulting structure shall be located at 3301 Industrial Dr., Pearland, Texas, and is being funded in part with a grant from the U.S. Department of Housing and Urban Development (HUD), via the City of Pearland’s Community Development Block Grant program.
