Ivy District proposing change in multifamily

Pearland City Council will consider changing plans within the still largely undeveloped Ivy District in the Lower Kirby Urban Center.

If approved, a requested amendment to the Ivy District’s “Tract 2,” near the southeast corner of Spectrum Boulevard and Ivy Park Terrace, would swap out a planned retirement community for traditional apartments.

Tract No. 1, just to the west, currently has apartments under construction.

The plan for Tract No. 2 called for 366 retirement and continuing care living units, a mix of independent, assisted, and memory care.

The amendment calls instead for 359 multifamily apartments and a parking garage.

Representing American Modern Green Development, consultant Stephen Richey said the change is being requested so that development can proceed.

“This is the best use of the property we can come up with,” he told Planning and Zoning Commission members on June 3.

Planning and Zoning voted 5-1 to recommend approval. The request is expected to be on the Pearland City Council’s Monday, June 24, agenda.

Annexed in 1999, the property was foreclosed on in 2010 after a planned “Waterlights District” failed to come to fruition. A planned development for the Ivy District was approved in 2016. The land is still undeveloped, but utilities and roadways have been constructed.
Preleasing of the first phase of apartments is expected to begin later this month or in July.

Also, receiving a recommendation from P&Z on June 3 was a requested change to the Province Village development to allow for a tutoring center in a commercial center at 2701 Pearland Parkway.
