Abandoned project eyed for apartments

A developer looking to repurpose an abandoned assisted living project in the Shadow Creek Town Center says an apartment complex is a viable option, but it’s a tough sell to city leaders who are already getting an earful from neighboring residents.

“Every one of us has been inundated with, ‘No more multi-family’ to the point that even when it makes sense in places, they’re dead set against it,’ Planning and Zoning Commissioner Derrell Isenberg said during a March 24 feedback discussion that included the developer, city council and Planning and Zoning Commissioners. “If they could get the residents on board, I could get to a yes.”

The proposed 182-unit complex at 2680 Business Center Drive would include a clubhouse, pool, and dog park.

“Whatever we would do with the property would only enhance its value,” said Brett Moody, CEO at Moody National Companies.

The incomplete buildings on the 9-acre site won’t be salvageable forever, he said. Construction began in 2019, but the death of the primary developer led to the project’s abandonment in 2022.

The apartment proposal would maintain and use two of the partially built structures.

“We also looked at assisted living development. We didn’t think the market was there,” Moody told city leaders during the feedback session.

To proceed, the proposal needs a zone change to a planned development. The next step will likely be communication between the developer and neighboring property owners.

“I think that’s your next step — do the homework with the neighbors and get the buy-in and feedback from them,” Mayor Kevin Cole said.
