McHard townhomes fail to get needed zone change

Following a lengthy public hearing, the Pearland City Council on Monday shut down an oft-debated and revised townhome proposal on McHard Road at Adamo Lane.

Supporters of the project at 8210 McHard Road said it fits with the city’s goal of providing more housing options, while opponents said rentals would change the neighborhood’s character, citing concerns about traffic, drainage, and noise.

In a council vote Monday, the project drew support from council members Mona Chavarria, Joseph Koza, Rick Fernandez, and Tony Carbone — but failed because it required a supermajority vote to pass.

City staff on Monday said they had received 15 written comments in support of the project and nine against. In addition, a petition with 235 signatures opposed the zone change.

Monday’s public hearing drew both supporters and opponents.

“In my opinion, the tie goes to the landowner and property rights,” Councilman Carbone said. “It sounds like it’s going to fail, but my yes vote is just more on principle.”

Originally calling for 101 units, the proposal for 73 townhomes had been discussed at City Hall since an input workshop in late 2024. The city’s Planning and Zoning Commission ultimately recommended a zone change from suburban residential to a planned development for the 8-acre site.
