Request for Qualifications (RFQ’s) shall be submitted in triplicate and in sealed envelopes clearly marked with RFQ No. 2020-15, and addressed to the City of Friendswood, Attn: Melinda Welsh, City Secretary, and will be received at Friendswood City Hall, City Secretary’s Office, 910 S. Friendswood Dr., Friendswood, TX, 77546 before 2:00 pm, Thursday, October 15, 2020.

The City of Friendswood reserves the right to reject any and all RFQ’s and to waive any informality in RFQ’s received.  The City of Friendswood pays for goods and services according to the provisions of Chapter 2251 of the Government Code.

Construction Inspector

General Description:

Responsible for performing inspections of existing and newly constructed drainage channels, detention basins, outfalls, crossing structures or fixtures (bridges, cables, pipelines), and other types of features that may be found on a channel as well as perform technical information inventories and surveys, line and grade surveys, design work, and general administrative work. Perform other related work as required.  The Inspector will follow guidelines and policy as set by the District’s Rules, Regulations, and Guidelines.

Essential Functions and Duties:

• Communicate courteously and effectively with contractors, engineers, developers, other District staff, officials, and the public.

• Inspect the construction or reconstruction of drainage infrastructure of private and commercial development and public utility projects.

• Manage and coordinate with contractors on methods and sequence of projects during construction.

• Monitor work in progress and inspect work completed to ensure quality control.

Interpret construction drawings and related construction documents to verify actual construction is in compliance with the District approved construction drawings.

• Perform related survey work to establish/verify lines and grades.

• Measure and calculate quantities for payment on contracts and maintain as-built plans.

• Interact and mediate with the developer’s representative (contractors, engineers, public utility companies, other public agencies) and District staff to resolve problems identified as a variance to the District’s design criteria.

• Review pertinent documentation and correspondence for acceptance of drainage facilities into the District’s maintenance program.

• Review contractor invoices for accuracy and prepares for payment.

• Record and notify all parties of deviations, revisions, and changes to contracts or work in progress.

• Perform other duties that may be added or changed as the course and scope of the job directs.

• Work indoors and outdoors, including adverse weather conditions, such as extreme cold, heat, heights, temperature swings and/or noise.

• Perform administrative office and field work for the District’s Engineer, as directed.

• Efficiently and safely operate, care for, and maintain assigned equipment.

Perform other duties that may be added or changed as the course and scope of the job directs.

Education and Experience:

• High school diploma or equivalent.

• Solid knowledge of Microsoft Office Professional (Outlook, Word, Excel).

• Work independently with limited supervision, relative autonomy, and general review.

• Be a self-starter; assume ownership in setting goals, organizing work, and completing assigned tasks.

• Work well and build strong relationships with consultants and contractors and other organizations.

• Work well in an office environment, under pressure adhering to tight deadlines and accuracy/quality standards.

• Utilize good organizational skills and effectively prioritize and schedule multiple tasks/initiatives.

• Use proper grammar, correct spelling and punctuation, simple formats, and filing systems.

• Effectively communicate with coworkers, general public, and/or governmental representatives.

• Read/comprehend written materials, e.g., policies, procedures, operating instructions, and safety notices.

• Write/record legible notes of activity and accurately complete required forms.

• Solve simple mathematical problems that may be required in normal work situations.

• Prefer Bachelor’s degree related to construction in Construction Science, Construction Management, or related degree.

• Minimum of two years of construction inspection and invoice payment experience may be substituted for a bachelor’s degree.

Engineering Assistant

General Description:

Under the general supervision of the Plans Coordinator, this position is responsible for performing tasks related to the organization and day-to-day operation of the Engineering Department.  The Engineering Assistant will provide assistance at the public counter in the Engineering Department, over the telephone, and via email with general information regarding the requirements and process of submitting Plats, Drainage Plans, Drainage Studies, etc. Perform other engineering related work as required to assist the engineering department.

Essential Functions and Duties:

• Work under the general supervision and guidance of the District Engineer, Plans Coordinator, Inspector, and Surveyor

• Provide information and customer assistance pertaining to District rules, regulations, and policies.

• Provide administrative support services as needed, including secretarial and receptionist support.

• Monitor engineering building front door.

• Maintain organization of engineering documentation on the server.

• Data entry into the District online GIS system.

• Scan and archive approved plats & drainage plans.

• Deliver and pick up documents to the County for recordation.

• Effective communications, both written and verbal. Must be able to bend or stoop to retrieve or lift books, files, or other materials weighing 10-20 lbs.

• Answer basic questions about the District submittal process.

• Monitor the City of Pearland e-Trakit system for new plat submittals.

• Answer, screen, and direct telephone calls, communications, and in-person inquiries; respond to inquiries by providing appropriate information concerning department policies and procedures.

• Investigate and resolve complaints.

• Scanning and organizing files to be archived on the server.

• Field assistance as necessary.

• Notify applicants when documents are ready for pick-up.

• Provide status updates for submittals.

• Compose and edit documents related to the Engineering Department.

• Perform administrative office and field work for the District’s Engineer, as directed.

• Perform other duties that may be added or changed as the course and scope of the job directs.
