Short Term Rentals to have enforced regulations beginning July 1

The City of Pearland recently adopted Ordinance No. 1611 establishing requirements and regulations for the operation of properties as Short-Term Rentals starting on July 1, 2022.

Anyone who is a short-term rental owner will get a letter in the mail with instructions.

The City of Pearland assesses and collects a 7 percent Hotel Occupancy Tax on all short-term rental (STR) properties within the city limits. The city has contracted with a third-party vendor to make this collection and compliance process as easy and smooth as possible.

GovOS Short Term Rentals, previously MUNIRevs, is an online tax, permitting, and vacation rental compliance software company that works with communities all over the country. They have over 50,000 businesses using their self-service business center to remit items due to their community.

The City of Pearland will begin using the GovOS software for all STR tax remittance beginning July 1, 2022. This is an online, paperless system. Short Term Rental Owners will receive a letter near the end of June outlining how to go online and register at that time.

A Short-Term Rental is a residential dwelling unit or bedroom in a residential dwelling unit that is rented out for compensation on a temporary basis for a period of less than 30 consecutive days. A Short-Term Rental Permit is required prior to advertising and renting your property.

A permit must be obtained by the property owner for all short-term rentals in the City.

Pearland City Council adopted Ordinance 1611 on April 11, 2022 amending Chapter 20 of the Code of Ordinances of The City of Pearland, Texas establishing requirements and regulations for the operation of properties as Short-Term Rentals within the corporate limits of the City of Pearland with an effective date of July 1, 2022.

The following requirements apply to all short-term rental units within the City Limits:

  • A short-term rental is defined as a residential dwelling unit or bedroom(s) in a residential dwelling unit that is rented out for compensation on a temporary basis for a period of less than thirty (30) days.
  • A permit must be obtained by the property owner for all short-term rental properties in the City.
  • Hotel Occupancy Taxes are required to be paid on a quarterly basis.
  • Short-term rental properties are only allowed in Residential zones of the City.
  • An application fee ($75 nonrefundable) and inspection fee ($100) are required
  • Safety inspections by the Fire Marshal’s office are required.
  • No more than two adult guests per bedroom, and no more than two additional adults shall be allowed in a short-term rental, except that there shall be a maximum of ten (10) persons, including adults and children.
  • The owner shall provide off-street parking on the premises of the short-term rental to accommodate at least one motor vehicle per bedroom.
