Budget challenges lie ahead Monday session to look at next fiscal year

A new budgeting season is on the horizon, and the City of Pearland leaders have their work cut out for them.

An early budget input session is set for Monday, April 22, before the council’s regular 6:30 p.m. meeting at City Hall. Budgeting workshops will continue through the summer as the city works to pass an annual budget before its new fiscal year begins on October 1.

The budgeting process is a balancing act between generating revenue to provide services and maintain assets such as streets and parks and keeping Pearland’s property tax rate affordable for residents.

Among new challenges on the revenue side is a slate of new tax exemptions for medical or biomedical companies. Passed as Proposition 10 on the November 2023 ballot, the measure known as Senate Bill 2289 took effect on January 1 of this year.

“We’ve got a lot of medical supply companies in the lower Kirby area,” Pearland City Manager Trent Epperson told city leaders during a retreat earlier this year. “I’m sure how that will play out. But it is going to be an impact.”

In addition, the recent drought has impacted city streets, the condition of which has been a topic of conversation at city hall.

On the utility side, water and sewer rate modeling projects that another rate increase may be needed.

Council members have discussed increasing Pearland’s homestead exemption, but how much and what the impact would be on city operations has yet to be determined.
