Missing Person

Friendswood Police are seeking the whereabouts of a missing person, Chelsea Elissa Watling. Chelsea was last seen leaving her home in the 15800 block of Blackhawk Blvd on February 17, 2024, at 7:00 a.m. She did not take any of her belongings, including her cell phone, and was intoxicated at the time of her disappearance. She left in the company of a Hispanic male, possibly named Angel Escandon, who is not known to family members. They walked away from the house and have never returned. Chelsea has not had contact with any of her family members since her disappearance, including her 8-year-old daughter. A factor that makes her disappearance even more concerning to family and police.
Chelsea is described as a 34-year-old white female, 5’10” tall, 180 pounds. She has long, straight blonde hair and blue eyes. She has a black floral tattoo on her right forearm. At the time of her disappearance, she was wearing a light-colored t-shirt, blue/purple/white running shorts, and black flipflops.

Theft

Feb. 20 (9:20 a.m.) A resident at 17231 Blackhawk Blvd reported the theft of contents of an Amazon package. The package was left on her front porch at 3:25 p.m. on February 11th. When the resident arrived home, the package was open, and the contents were gone.
Feb. 21 (4:27 p.m.) A Friendswood man reported a laptop missing from his apartment located at 5025 FM 2351. The owner last saw the laptop one month ago.
Feb. 21 Brandon Rachard Scott, 34, of Houston, was charged with Driving While License Invalid and No Insurance.
Feb. 22 (9:15 a.m.) A contractor was given a check for completion of a job. However, when the contractor attempted to cash the check, there were insufficient funds. Contact was made with the issuer of the checks, a Friendswood resident in the 800 block of Evergreen Drive, who has since canceled the checks and refuses to pay the contractor.

Feb. 25 (10:27 a.m.) A Friendswood woman wrote a check to her doctor’s office in the amount of $180. She mailed it from the Friendswood Post Office on January 22nd. On February 23rd, the check cleared her bank. The check was forged, the payee and amount of the check were changed.

Fraud

Feb. 20 (10:15 a.m.) A Friendswood woman purchased five tickets for the Houston Livestock Show and Rodeo. She saw the tickets for sale on the Friendswood Moms and Dads Facebook page under the profile of Emily Law Maly. After accepting payment, the profile was no longer active.
Feb. 20 (10:57 a.m.) A Friendswood woman was scammed when she believed she was sending money to Kid Rock through the Zelle app.
Feb. 23 (2:54 p.m.) A Friendswood resident reported that her estranged husband opened a business and listed her as an owner. She did not give permission for her personal identifying information to be used to open a line of credit for a business.
Feb. 26 (8:40 a.m.) A Friendswood woman received a text from Apple stating that a charge was made to her account and gave a phone number for her to call if she had any concerns. When she called the number, they answered the phone as Apple Tech Support. After being talked through the purchase of gift cards, the victim was transferred to another phone number. That phone call sent up red flags and the victim knew she was scammed.

Traffic

Feb. 20 (9:41 p.m.) Friendswood Police responded to an injury accident at the intersection of S. Friendswood and E. Parkwood Avenue. The crash involved three vehicles. The at-fault driver was identified as Refugio Zarate, 65, of Galveston. An arrest warrant for Driving While Intoxicated is pending the results of a blood warrant.
Feb. 23 (6:19 p.m.) A Friendswood officer conducted a traffic stop on a motorcycle and was taking the driver into custody for Driving While Intoxicated and Failure to Identify-Fugitive. The driver was placed in the back seat of the patrol unit. Minutes later, he began to have trouble breathing and foaming from the mouth. Officers administered Narcan and called for medics to transport the driver to the hospital.

Arrests

A male suspect, 31, of Houston, was charged with No Driver’s License and No Insurance.
A male suspect, 25, of Webster, was charged with Driving While License Invalid.
A female suspect, 34, of Hitchcock, was charged with Possession of a Controlled Substance in Penalty Group 1.
A male suspect, 36, of Houston, was charged with No Driver’s License, No Insurance, and Possession of Drug Paraphernalia.
A male suspect, 23, of Texas City, was charged with Driving While Intoxicated.
A male suspect, 28, of Conroe, was charged with Running a Red Light.
A male suspect, 38, of Houston, was charged with No Driver’s License and Possession of Drug Paraphernalia.
A male suspect, 21, of Pearland, was charged with Driving While Intoxicated.
