Decision on apartments draws near

A measure paving the way for a four-story apartment complex that has sparked opposition from neighbors is expected to go before Pearland City Council for a final reading as soon as March 25.

The council agenda will be posted online when it becomes available at pearlandtx.civicweb.net. Meetings are 6:30 p.m. at City Hall, and time for public comment is provided. Those who want to address the council are asked to sign up at least 15 minutes before the beginning of the meeting.

Earlier this month, the council approved a first reading amending the development plan for the 37 acres just south of 11200 Broadway St.

In the original plan, the site was slated for a multi-purpose event or performing arts center. Nearly 20 years later, however, that has failed to come to fruition.

Leading up to the first reading of the site plan amendment on March 4, the city received approximately 160 written comments opposing an apartment complex there. Neighbors who spoke at the first reading cited concerns about increased traffic, crime, lights, and noise near their homes.

When approving the first reading, the council attached conditions of additional trees for screening on the south end of the property, along with outdoor lighting restrictions.

In addition, the developer is required to add an estimated $150,000 in trail improvements, contribute $285,000 to Parkland Dedication Fees, add two pedestrian crossings, and conduct a traffic impact study for four nearby intersections and two driveways.

Estimated at a $60 million investment, the current proposal is for 380 units with a rental range of $1,300 to $2,200 per month.

Council members Layni Cade and Tony Carbone both voted against the first reading, which passed 4-2.
