Voters Approve 3 of 4 FISD Bonds, Reject Westwood Elementary

Voters in Friendswood ISD approved three of four bond propositions in Saturday’s election, marking a partial victory for the district’s second attempt to secure funding for capital projects after all measures failed in November 2025.

District leaders reduced the overall scope of the 2026 bond package compared to the previous proposal, a move that appears to have improved voter support, though not all projects were approved.

Proposition A, which allocates $26 million for infrastructure and lifecycle improvements, passed with 2,859 votes in favor and 2,572 against.

Proposition C, funding a $12 million Agricultural Science Center, also passed with 2,825 votes for and 2,600 against.

Proposition D, which provides $2 million for districtwide technology upgrades, was the closest of the measures to pass, receiving 2,737 votes in favor and 2,686 against.

The only measure to fail was Proposition B, which would have funded approximately $40 million for a new campus for Westwood Elementary School, one of the district’s oldest facilities. The measure was narrowly rejected, with 2,745 votes against and 2,677 in favor.

District officials previously indicated that if all four propositions were approved, the estimated tax impact on a $500,000 home would have been approximately $10 per month, or about $120 annually, a figure often cited during the campaign as relatively modest compared to the scope of proposed improvements.

The outcome leaves the future of Westwood Elementary uncertain. The campus, which is more than 60 years old, has been identified by the district as a candidate for replacement due to age and facility limitations.

The mixed results reflect a divided electorate, with each proposition decided by relatively narrow margins. While voters showed support for targeted improvements such as infrastructure, career and technical education, and technology upgrades, the larger capital project for a new elementary campus did not gain majority approval.
Friendswood ISD has not yet announced whether it will bring the Westwood Elementary proposal back to voters in a future election.

School quality has long been considered a key factor in Friendswood’s residential appeal and property values. However, these results may point to a shift in voter priorities as the bond election outcomes contrasted with strong participation and support seen in other local races, including those involving the drainage district. While voters approved funding for infrastructure, career and technical education, and technology, the rejection of the elementary school project sends mixed signals about budget priorities.
