Non-profit private schools and home schoolers who legally qualify as non-profit are invited to meet with district representatives to learn more about federally funded services available for eligible residents of these districts. Notice of 1st Public Hearing
for City of Pearland’s
Community Development Block Grant Program
Action Plan Amendments and Additional Funding
The City of Pearland is preparing to make an emergency Action Plan Amendment to its FY 2020 Community Development Block Grant program (CDBG), in response to the COVID-19 pandemic (coronavirus). The City will conduct this public hearing to provide information about the spending activities involving the reallocation of funds in support of urgent needs involving Pearland social service agencies. This public hearing will also initiate a 9-day comment period for citizens and public officials to provide input, discussion and make recommendations on the amendment of the City’s Plan. The public hearing will take place via web-based videoconference on May 18, 2020 – 6:30 PM
About the Amendment and Additional Funding
The U.S. Department of Housing & Urban Development (HUD) provides an annual formula allocation of funding to the City, via the CDBG program. CDBG funding is available to serve low-moderate income individuals, households and areas of the Entitlement Jurisdiction, which in the case of Pearland began in 2006 when its population exceeded 50,000. In August of 2019, Pearland City Council approved the City’s FY 2020 CDBG Annual Action Plan, which included $60,000 intended to match other funding for the renovation and historic preservation of the Pearland Train Depot.
With the recent pandemic, the sense of urgency in providing assistance to major local public health and economic challenges stemming from the global coronavirus outbreak compels the City to reallocate those funds to local social service agencies that support individuals and households with COVID-19 related needs. The City intends to reprogram the $60,000 originally intended for improvements to the Pearland Train Depot as follows:
• provide ActionS of Brazoria $20,000 for meals and related delivery services for elderly and disabled residents in Pearland;
• provide Counseling Connections for Change $20,000 for mental health counseling services and tele-medicine capabilities, serving low-moderate income and un/under-insured Pearland residents impacted by COVID-19; and
• provide Pearland Neighborhood Center with $20,000 in emergency subsistence funding for rent and utility assistance to Pearland low-moderate income residents impacted by COVID-19.
In addition, the recent White House approval of the Coronavirus Aid, Relief, and Economic Security (CARES) Act allows for the allocation of additional funds to the City of Pearland, via HUD’s issuance of a special apportionment of CDBG funds (CDBG-CV) specifically for use in response to COVID-19. A total of $251,873 in additional CDBG funds will be made available to the City, which will be the subject of additional planning and implementation activities in the near future. This public hearing will also be used to inform the public about the availability of those funds and what they may and may not be used for.
Public Hearing Participation and Comment Period
Members of the public that wish to view the public hearing and applicable Council Meeting may do so via internet at: https://pearlandtx.civicweb.net/Portal/Video.aspx. In order to speak on this item at the May 18th City Council meeting, individuals MUST submit a Speaker Request Registration Form (SRRF) and follow the applicable instructions available online at https://www.pearlandtx.gov/departments/city-secretary/speaker-request-registration-form. Instructions include the requirement that interested speakers complete the SRRF for this Public Hearing by noon (12:00 pm) on May 18, 2020.
Alternatively, citizens may view the meeting on local Municipal Access Channel 16 at the time of the meeting or do so at a later date via the City’s YouTube channel or website. Citizens may also provide input in writing via email to jhardy@pearlandtx.gov, by mail to 3519 Liberty Drive, Pearland TX 77581, hand delivery to the same address, or by telephone by contacting the Grants Administrator at 281.652.1795, May 21 – May 29, 2020. While the official Public Comment Period will not begin until May 21, 2020, citizens that desire to provide input, information or concerns about the CDBG planned amendments may provide that information at any time.
A 2nd Public Hearing (docketed) is tentatively scheduled for the June 8, 2020 Regular Meeting of City Council. Additional public input and stakeholder comments will take place at that time, and it is anticipated this will also be the date City staff recommends Council consideration and possible action on the proposed amendments.
Fair Housing Issues
The Public Hearing will also be a forum to discuss fair housing and related issues. Residents with suggestions and/or concerns will be provided opportunity to voice those issues during the public hearing.
