NOTICE OF A JOINT PUBLIC HEARING OF THE CITY COUNCIL
AND THE PLANNING AND ZONING COMMISSION
OF THE CITY OF PEARLAND, TEXAS

Text Amendments to the Unified Development Code (UDC): 2000-T-32

Notice is hereby given that on July 20, 2020, at 6:30 p.m., the City Council and Planning and Zoning Commission of the City of Pearland, in Brazoria, Harris and Fort Bend Counties, Texas, will conduct a Virtual Public Hearing via tele/video conference, at the request of the City of Pearland, for proposed amendments to the Unified Development Code, Ordinance No. 2000T, to include the following:

  1. Removing references to the “Director of Parks” within Division 2 of Chapter 4 and replace with “City Manager or their designee”.
  2. Removing references to the “Director of Engineering” and replace with the “City Engineer” and remove references to the “Director of Planning” and replace with the “Director of Community Development” throughout the UDC.
  3. Clarifying the language to define the characteristics between a dwelling unit and an accessory residential structure within Chapter 5.
  4. Clarifying banner signs regulations by removing the banner permit fee from Section 4.2.5.5(c)(3).
  5. Removing and adding language to allow banners attached to lighting fixtures in parking areas of sites used as public educational facilities or campuses.

NOTICE OF PUBLIC MEETING

On Tuesday, July 28, 2020 at 6:30 PM, the City of Pearland (City) will conduct a virtual public meeting to provide an opportunity for public comment on the Draft Environmental Information Document (EID) for the City’s proposed project to rehabilitate and expand the treatment capacity of the John Hargrove Environmental Complex Wastewater Reclamation Facility (JHEC WRF). The proposed project will expand the average daily treatment capacity of the JHEC WRF from the current capacity of 4 million gallons per day (MGD) to 6 MGD within the existing site limits. The JHEC WRF is located at 5900 Magnolia Parkway, Pearland, TX 77584.

An application for financial assistance for the project has been filed with the Texas Water Development Board (TWDB) Clean Water State Revolving Fund (CWSRF). The total estimated project cost is $75,000,000 which will be financed through increased user rates.

The EID was drafted to meet the requirements of Title 31 of the Texas Administrative Code, Chapter 375 (31 TAC §375), Subchapter E (Environmental Reviews and Determinations for TWDB CWSRF) and to satisfy the requirements of the National Environmental Policy Act (NEPA). The EID was drafted in conjunction with the City and the TWDB application for funding assistance and outlines potential environmental impacts from the proposed project.

One of the purposes of this meeting is to discuss the potential environmental impacts of the project and alternatives to it. The northwest corner of the site is within the 100-year floodplain, but no construction will occur in that area of the site. The Draft EID for the project will be available for public review online at https://www.pearlandtx.gov/jhecwrf-eid for 30 days following the date of this notice. NOTICE OF PUBLIC HEARING

TO ALL INTERESTED PERSONS AND PARTIES:

NOTICE IS HEREBY GIVEN that the Pearland Economic Development Corporation (the “Corporation”) will conduct a virtual public hearing via telephone or video conference to consider the use of sales tax proceeds from the levy of the one-half of one percent sales and use tax, approved by the voters of the City of Pearland (the “City”) on January 21, 1995. The public hearing will take place at 5:00 p.m. on June 25, 2020 via tele/video conference.

Sales tax proceeds will be used for Projects, as part of the Corporation’s fiscal year 2020-2021 budget that includes land, buildings, equipment, facilities, expenditures, targeted infrastructure and improvements that are for the creation and retention of primary jobs. Proposed project types include: manufacturing and industrial facilities, research and development facilities, transportation facilities, distribution centers, regional and national corporate headquarter facilities and small warehouse and storage facilities. Sales Tax proceeds will also be used for promotional expenses to new and expanding businesses, open space improvements along with maintenance, infrastructure and transportation improvements, recreational or community facilities, job training, debt obligations, administrative expenses and other improvements or facilities related to any of the foregoing projects.

The public will be permitted to offer public comments telephonically as provided by the agenda and as permitted by the presiding officer during the meeting. No in-person input will be allowed.

All speakers must register in advance. All public comments will occur at the beginning of the meeting starting at approximately 5:00 p.m.

To speak remotely at the June 25, 2020 PEDC Board meeting, individuals must:
• Submit request to speak by emailing rlunalarsen@pearlandedc.com.
• Request must be received by June 25, 2020 at 10:30 a.m.
• Once the request is received, individuals will receive either an email or phone call providing the telephone number to call on Thursday, June 25, 2020.
• Speakers must call in at least 30 minutes prior to meeting start in order to speak, late callers will not be accepted and will not be able to speak.
• Speakers will be placed in a queue until their time to speak.
