Council approves 2021 waste contract to Frontier

After a review of the proposals, discussion about the information provided, examination of  expectations and requirements and review, the Pearland City Council approved the awarding  of an exclusive Solid Waste, Construction and Demolition Debris, and Recyclable Materials Collection, Transportation, Disposal and Processing Contract, to Frontier K2, LLC., for a five (5) year term beginning October 1, 2021.

The City of Pearland’s current solid waste and recycling services has been contracted through Waste Management since 1994. During this time, the contract has been renewed and amended several times, with the existing contract expiring September 30, 2021.

Through Council’s recommendation to go out for bids, a Solid Waste Request for Proposals (RFP) was posted to the City’s eBid system on July 15, 2020. The RFP was closed on September 3, 2020, and five (5) proposals were received.

The resolution passed 5-1 with Woody Owens giving the dissenting vote. Council member Adrian Hernandez abstained.

A Resolution was considered awarding a construction services contract for the Fire Training Burn Building Project (Phase I), to Christensen Building Group, LLC., in the amount of $1,169,969.00 and appropriating an additional $50,000.00 for contingency and construction testing services. The resolution passed 6-1 with Councilmember Trent Perez giving the dissenting vote.

A Resolution was discussed authorizing the submission of a competitive grant application for $99,950,000.00 from the Texas General Land Office-Community Development Block Grant Mitigation Program for Hickory Slough drainage improvements. The resolution passed 7-0.

A Resolution was discussed authorizing a design contract with Gauge Engineering, LLC., associated with the Shadow Creek Trail Project (Phase II), in the estimated amount of $152,962.00; and for the Shadow Creek Parkway Landscaping, Street Lighting and Sidewalks Project, in the estimated amount of $613,632.10. The resolution passed 7-0.

A Resolution was discussed awarding a unit supply contract for landscape maintenance services (combined medians, right of way and facilities) to Brightview Landscape, in the estimated amount of $1,245,273.49 the period of November 29, 2020 through November 28, 2021. The resolution passed 7-0.
