Council Considers New Appeals Process for Development Decisions

The Friendswood City Council took steps Tuesday toward creating a new appeals process for development-related decisions, a move that could significantly change how property disputes are handled in the growing community.

Councilman Robert Griffon, who proposed the measure, expressed frustration with the current system’s limitations in addressing residents’ and developers’ concerns about non-advisory board decisions.

“I’ve grown increasingly frustrated over the inability of council or mayor or any of us to have a say, to have any input whatsoever in regards to the decisions that are made by various non-advisory board committees and commissions,” Griffon said.

The proposed appeals process would allow aggrieved parties to challenge interpretations or administrative decisions made by non-advisory boards. Appeals would need to be filed with the City Manager and sponsored by a council member.

Some council members expressed concerns about potentially undermining the authority of bodies like the Planning and Zoning Commission. City Manager Morad Kabiri noted that while appeals processes exist in other cities, they’re relatively rare. The council directed staff to research how other municipalities handle similar appeals and develop a draft ordinance for future consideration.
