INVITATION TO BID CITY OF FRIENDSWOOD BID NO. 2023-13
Blackhawk Emergency Shelter
This project will be federally funded by the U.S. Housing and Urban Development (HUD) Department through the Texas General Land Office (GLO) and administered by the Harris County Community Services Department (HCCSD). Bidders shall comply with regulations governing the CDBG Disaster Recovery Program (Regulation 24 CFR 570). Applicable requirements include but are not limited to compliance with the Davis-Bacon and Related Acts, Fair Labor Standards, Equal Employment Opportunity, Affirmative Action, Section 3 of the HUD Act of 1968, and contracting with small, minority, and disadvantage firms, as detailed in the project manual.
This project is for the renovation of a portion the City of Friendswood’s Blackhawk Facility, located at 15355 Blackhawk Boulevard, Friendswood, Texas 77546, into an emergency shelter capable of sheltering up to 400 occupants. The existing facility consists of approximately 7,578 square feet of office space that will be demolished and renovated into a shelter area with restrooms, supply room, clinic area, storage rooms, supply room and lactation room.
Bidders will be required to furnish verifiable references with their bids/proposals and to have a payment and performance bond.

Bids shall be submitted in sealed envelopes clearly marked with BID No. 2023-13 and addressed to the City of Friendswood, Attn: City Secretary’s Office and will be received at 910 S. Friendswood Dr., Friendswood, TX 77546 before 2:00 PM, July 25th, 2023.
A public bid opening will be held at the City of Friendswood Council Chambers, 910 S. Friendswood Dr, Friendswood, TX 77546 at 2:00 pm, July 25th, 2023.
The City of Friendswood reserves the right to reject any and all bids and to waive any informality in bids received. The City of Friendswood pays for goods and services according to the provisions of Chapter 2251 of the Government Code.
